Military artificial intelligence threatens human decision-making

Navy officers salute during a ceremony on a sunny day

Military artificial intelligence is advancing rapidly and threatening to marginalize human judgment during armed conflicts. During a briefing at United Nations Headquarters in New York on Tuesday, the head of the UN’s independent disarmament research institute, Robin Geiss, raised alarms about whether society should allow machines to target and kill people.

Expanding Roles and Battlefield Speed

Artificial intelligence is taking over various military duties, including intelligence analysis, target identification, drone operations, and cyber-attacks. This integration diminishes human oversight, even within the nuclear sector, according to Mr. Geiss. Furthermore, these technologies accelerate combat operations, shrinking the duration between identifying and striking targets while enabling forces to engage unprecedented daily target numbers. Because these AI systems are often opaque, they elevate the dangers of mistakes, miscalculations, and accidental escalation.

Global Regulatory Efforts and New Forums

Geopolitical tensions remain significant barriers to regulating military AI, but awareness of these hazards is growing among major global powers regardless of political views. For instance, the United States proposed an AI notification mechanism with China in September to warn each other about national security incidents. To foster cooperation, the UNIDIR Centre of Excellence is launching a multi-stakeholder forum on AI in international peace and security and the military domain on Thursday. The initiative will establish responsible industry behavior frameworks, create an AI security lexicon to clarify terms like autonomy and safety, and address potential misuse by non-State armed groups.
